  3. Automatic Normalization: Slashes, hyphens, spaces, and leading zeros are automatically sanitized so that INV/2024/001 matches inv-1 seamlessly.
  4. Statutory 14th Cutoff Rule: Any invoice where No Action is selected by the 14th of the following month is automatically treated as Deemed Accepted and will populate your GSTR-2B.
  5. Section 16(2)(aa) Mandate: Invoices classified as Only in Books must NOT be claimed in GSTR-3B Table 4(A)(5) until reported by the vendor to avoid Departmental ASMT-10 or DRC-01A recovery notices.

Understanding GSTR-2B & IMS Reconciler

The Invoice Management System (IMS) is a transformative facility introduced on the GST portal to streamline Input Tax Credit (ITC) matching and eliminate mismatches between supplier GSTR-1 filings and recipient GSTR-2B/3B claims. Under IMS, every invoice, debit note, and credit note reported by a supplier becomes immediately visible to the recipient for action.

Recipients can choose to 'Accept', 'Reject', or keep 'Pending' each transaction before the 14th of the following month. Invoices marked as 'Accept' (or left with 'No Action' which defaults to Deemed Accepted) are compiled into the recipient's auto-generated GSTR-2B on the 14th, directly establishing the eligible ITC figure in Table 4(A)(5) of Form GSTR-3B.

This reconciler processes your internal accounting records (from Tally, Busy, SAP, or Zoho) alongside the portal's IMS/2B download, categorizing records into Matched, Value Mismatch, Probable Match, Missing in Books, or Missing in Portal, providing clear statutory advice on which action to take for maximum compliant tax savings.

Core Calculation FormulaOfficial Rule
Net Claimable ITC (GSTR-3B Table 4) = Accepted Invoices ITC - Accepted Credit Notes ITC [Rule 36(4)]
Matched & Accepted Invoices: Invoices verified in books and portal; full ITC availed in Table 4(A)(5)
Pending Invoices: Goods in transit or disputed amounts; ITC deferred to future tax period
Rejected Invoices: Erroneous, duplicate or unreceived invoices; zero ITC availed, removed from 2B
Missing in 2B (Books Only): Vendor has not filed GSTR-1/1A; strictly unclaimable under Sec 16(2)(aa)

* Documents where 'No Action' is taken automatically become 'Deemed Accepted' on the 14th of each month.

Key Regulatory Rules & Thresholds (FY 2025–27)

Essential departmental provisions, tax brackets, and statutory compliance mandates.

Section 16(2)(aa) & Rule 36(4) Strict Matching

Sec 16(2)(aa)

No taxpayer can avail Input Tax Credit in GSTR-3B unless the details of the invoice have been uploaded by the supplier and communicated to the recipient in Form GSTR-2B via IMS.

Monthly 14th Cutoff & Deemed Acceptance

14th Cutoff

GSTR-2B is generated on the 14th of the subsequent month. Any document with 'No Action' taken by the recipient defaults to 'Deemed Accepted' and populates GSTR-2B.

Credit Note Rejection & Tax Impact

CDNR Rule

Rejecting a supplier's Credit Note in IMS blocks the supplier's liability reduction, ensuring the recipient is not forced to reverse ITC unless genuinely agreed.

Section 16(4) 30th November Final Deadline

Sec 16(4)

ITC for any invoice of a financial year must be claimed before 30th November following the end of that FY or annual return filing, whichever is earlier.

GSTR-1A Supplier Rectification Window

GSTR-1A

Suppliers can upload or correct invoices missed in GSTR-1 using Form GSTR-1A before filing GSTR-3B, which immediately reflects in the recipient's IMS.

Section 50 Mandatory 18% Interest Risk

Sec 50

Availing ITC without GSTR-2B support triggers automatic System ASMT-10 or DRC-01A recovery notices with 18% annual interest from the date of wrongful claim.
